Other than what little basic information has been provided by the Breen themselves, very little is known to Starfleet about him. While exhibiting the standard Breen attitude of superiority, Thot X'Ro'Us has proved himselft to be receptive, in a positive capacity, of other species.

Additonally, thanks mostly to Lieutenant Commander Dade Rojc, we know that he was held in a Romulan prison for seven years, as a terrorist. Rojc has supplied further information, as have a few other operatives that are not considered official record. He is believed to be a top Thot in the Breen Emperor's War Council and is described as "fiercely loyal and patriotic". Further conjecture leads Starfleet Intelligence to believe that X'Ro'Us is in fact a top operative in the Stoi'tilaka, the Breen intelligence agency.
